It's held twice a year, in Vegas in april and in Europe in the fall, previously it was in Prauge, this year it is in Barcelona sep 30'th - aug 1'st.

The conference is made by Rob & Mike from the essential bootstrap a business on the side podcast "Startup for the rest of us".

You probably mean aug 30th - sep 1st.

I was interested until I saw the price, frugal bootstrappers must not be the target audience.

The target audience is bootstrappers who are willing to invest in growth. It's 1/3rd the price of any comparable conference.
