And they do not open the actual boarding (with the bus) until everyone is in that area. So the so-called "priority" passengers are the first to be in that area, standing and waiting for everyone else to fill that area.

The point still stands. A bus is pretty much a FILO queue, so the order inverts when they climb in the Bus.
