Any legislation like this can be seen as a proxy war on Ireland by the EU. For some reason the core single market principal of the EU is despised by France and Germany when it comes to tech company domicile.

The has been a very long war on this, kept at bay by Ireland's veto rights.

I'm sure eventually they'll find a way though. And Ireland's competitive advantage will be eroded to nothing.
