As a Japanese, I don't think it's bad to go to the shrine unless denying historical fact or praising criminals. It's uncomfortable that foreign countries blames about that. He did deny historical fact, he led the society for revising Japanese textbooks to downplay the extensive war crimes.

Plus, visiting the shrines can be a personal matter, but as a politician he knows exactly the connotations of his visits.
