Well, you can get pretty close with overpass, but I don't think "outdoor dining" is a tag in OSM? I don't often edit restaurants.

OSM is primarily a database, it's a shame mostt frontends aren't extremely user-friendly, it could easily capture a lot of users. Brouter, OSMand, overpass are gems built on OSM data.
