I suspect a big factor is that most civil-service jobs don't allow a person to be penalized or rewarded based on their general level of friendliness when dealing with the public / customers / constituents.
Some people in those positions are friendly despite the lack of extrinsic motivation, but not everyone is wired / conditioned to be like that.
