I would guess it means "in some sense". In a measure-theoretic sense, for example. You need to give it meaning somehow, as you cannot really pick a "random" real number with any algorithm (most real numbers are actually not even computable!).

It could also be a remark that in infinite sets 100% (in a measure-theoretic sense) does not mean all of the elements.
