It may be about to get even more extreme than that. There is talk of issuing Letters of Marque [0] to private citizens to commandeer assets of the cartels. I don't know if it will become a thing but if it did then many former military will be seizing cartel boats. My concern is that their actions may be mistaken as sanctioned military decisions representing the US military. Other countries may start to mimic this behavior. Earth could turn into one big PVP server.
